Templates definition functionality

Title: Template definition functionality for all registered users

Description: Is it possible to allow all ODP users to see what templates are available and to create new ones, while preventing them to modify those templates that are controlled by administrators? I think the usage of templates and the creation of new ones by users can be beneficial for the whole community.
