Tasks/Rationalize two kinds of scenario

Title: Rationalize two kinds of scenario

Description: There is an old scenario property which has no structure, it is just text. It is used by Exemplary Ontologies and Modeling Issues. There is also a structured scenario category with a few fields and a scenario template. This needs to be rationalized. It is a significant job, to make sure data is migrated properly.
