Tasks/Create new domain not recognize existing domain

Title: Create new domain not recognize existing domain

Description: The form for add/edit new domains does not recognize an existing domain. Nor does it include the name of a new domain typed in when it goes to the form.

The field for craeting a domain has been removed from the Form page.

Domains must be created from the Domain page.

In general, the related Form page should not provide such possibility (it is provided on form creation by default, removed in all forms on ODP).
